What is PMO outsourcing, and what does it cost?

PMO outsourcing means an outside operator runs progress, risk, and stakeholder alignment for a period of time.

Seranova’s published prices are a retainer from ¥600,000 per month excl. tax, and a short setup as an AI PMO Sprint: 4–6 weeks, fixed from ¥400,000 excl. tax.

A sourced day-rate for “PMO outsourcing” is not cited here. This page covers what moves the fee, and where to compare it with a hire.

How is an outside PMO different from an in-house one?

An in-house PMO is a seat that stays on the payroll. An outside PMO is a seat that joins for the stretch you need. At Seranova that seat is a senior fractional bilingual PM/PdM. It is not a model that stacks seats or person-months.

The work is priorities, progress, the Japanese–English bridge, and a record of decisions. Slide decks and a supply of people are not the point. Weekly forward motion is. Competitors are not named.

The METI IT talent report describes a shortage of 400,000–800,000 IT professionals by 2030, with about 70% of them in SIer and subcontracting layers. Adding people and leaving a way of working are different jobs.

What changes the cost of outsourcing a PMO?

The published numbers are floors. Ongoing work is from ¥600,000 per month excl. tax. A first system is 4–6 weeks, fixed from ¥400,000 excl. tax. Multi-vendor programs are quoted to the scope. There is no list price for those.

This page does not invent a market band. The fee moves with how many meetings and vendors are in play, whether Japanese and English have to stay aligned every week, how many days a week someone is in the team, and whether the work ends with a sprint or stays on a retainer.

Year one versus a full-time hire is on the hire vs retainer comparison. On that page the monthly figure starts at ¥600,000. A lower entry is calculated as ¥600,000. How this relates to a fractional bilingual PM is on that page.

Which companies is it for?

Japanese startups of roughly 30–100 people with delivery already underway, and foreign Japan offices that need a bilingual owner on the ground. It is not another vendor seat.

Solo founders are not the primary fit. A team with no English stakeholder side, or one shopping only for the cheapest headcount, is usually a poor fit. A discovery call is still welcome if you want an honest check. The map of the work is on services.

Does the work stay inside the company afterward?

After the AI PMO Sprint, many teams run it themselves. Move to a monthly retainer only if you want continued support. There is no obligation to continue. The three steps match the sprint page.
